El proyecto de gobernanza alternativa altamente participativa concebido por Paul Elvere DELSART en el marco del programa EL4DEV y del Imperio Verde de Oriente y de Occidente representa una de las propuestas más innovadoras, estructuradas y visionarias para reorganizar profundamente las relaciones entre las comunidades humanas, los territorios y los procesos de toma de decisiones colectivas.
